Homeland Security Presidential Directive 12 (HSPD-12) mandates the development and implementation
of a government-wide standard for a secure and reliable new identification card issued to Federal employees
and contractors. The overall goal of HSPD-12 is to achieve appropriate security assurance by verifying
the identity of individuals seeking physical access to federally controlled government facilities
and electronic access to government information systems.
